Senator Bijoux Goya has criticized President Felix Tshisekedi stating that the signing of international agreements is incomplete and unenforceable if not subjected to ratification by Parliament.
Recently, Zambia and the DRC a memorandum of understanding; “Zambia–DRC Battery Council” which they hope will make them massive producers and refiners of cobalt for electric vehicle batteries.
The deal is backed by the United States of America.
