THE FAILURES CONTINUE: Tshisekedi Fails to Negotiate Harmonized Plan for DR Congo at SADC Troika Meeting

Angolan President Joao Lourenço has admitted the Democratic Republic of Congo represented by its incompetent leader Félix Tshisekedi have failed to secure an agreement to restore peace in the country.

President Lourenço who has been appointed as mediator for peace talks between DR Congo and Rwanda says the negotiations are at an “impasse”.

During the Troika meeting of the SADC Organ for Politics, Defence and Security Cooperation held yesterday in the Zimbabwean capital Harare, Lourenço presented the results he has recorded in the context of his mediation to the region’s leaders.

President Lourenço indicated that he had rather managed to obtain validation of an Harmonized Plan for the Neutralization of Rwandan rebels FDLR, militia that the Kagame administration considers an “existential threat” to Rwanda.

“Congolese, Angolan and Rwandan intelligence experts, who met in Luanda on August 7 and 8, jointly developed the Harmonized Plan for the Neutralization of the FDLR,” President Lourenço said.

Furthermore, he President Lourenço said experts from the three nations had reached at impasse in the bid to develop a Plan for the disengagement of forces in the operational theatre due to the Tshisekedi’s lack of willingness to negotiate but rather demands the unconditional withdrawal of Rwandan soldiers.
