SANCTIONING M23 REBELS: UN Moves To Act On Congo Crisis

The UN Security Council is exploring an option for sanctions on the M23 rebels and its funders as fighting continues in eastern Congo.

“I would like to recall very clearly, without any ambiguity, that the Security Council condemns the action of the M23. We did it in various decisions and declarations at the end of last year, we will continue to do so,” said Nicolas de Rivière, Ambassador and Permanent Representative of the French Republic to the United Nations Security Council.

Riviere was speaking in Goma after a three-day mission.

He also recalled the relevance of Chapter 7 of the United Nations Charter on the actions to be taken in the event of a threat to the peace, breach of the peace and an act of aggression.

“Firstly, we condemn the action of the M23. Secondly, as you probably also know, the Security Council has a sanctions regime, which covers the DRC. The M23 leaders are under sanction under this regime. It’s something remarkable. It is a coercive measure under chapter 7”.

Riviera says Europe has also taken measures against M23.

“As a European, I also remind you, the European Union also took measures in December against the armed groups present in eastern DRC and the spokesperson of the M23 was put under sanction as well. There is pressure, there are coercive measures which are taken among others against the leaders of the M23”.

In addition to other measures, the sanctions will be more inflicted on the leaders of the M23.

“It is a strategy which will continue and be amplified and which we are keen on”
