CONDITIONS HAVE BEEN SET: AFC/M23, Congolese Government Lay Down Set of Conditions For Participation in Dialogue Under Qatari Mediation

The Alliance Fleuve du Congo (AFC) & M23 rebel-coalition have set several preconditions which they present as “confidence measures” before entering into negotiations with the Congolese government in Doha, Qatar.

The AFC/M23 state that these conditions are aimed at creating an environment conducive for peace talks, under the mediation of the Emir of Qatar in the framework of resolving the security crisis in the eastern region.

The demands include solemn and public declaration from President Felix Tshisekedi of his commitment to direct dialogue process with the AFC/M23 rebels as well as the abrogation of the National Assembly resolution of 8 November 2022 against the arming or integration of armed groups in the within the defense and security forces.

Equally, the AFC/M23 rebels also demand for the cancellation of death sentences, prosecutions and arrest warrants issued against it leaders and cadres, as well as the release of civilian and military detainees arrested or accused of colluding with its rebel movement.

Beyond these measures, the AFC/M23 intends to ensure that Kinshasa put an end to and criminalize hate speech and acts of discrimination against communities and denial of nationality against certain communities.

Meanwhile for its part, the Congelese government demands, an unconditional ceasefire and notably the withdrawal of AFC/M23, from Bukavu, Goma and other regions they currently occupy.
